Pawar Transportation is fully compliant with California Senate Bill 88 (SB 88), effective July 1, 2025.

We take student safety and legal compliance seriously, and our practices reflect the rigorous standards set by the state for alternative transportation providers. 


Below is a summary of how we meet or exceed each SB 88 requirement:

1. Driver Qualifications

  • Minimum Age & Licensing

All our drivers are 18+ with a valid California driver’s license.

Background Checks

Each driver has passed a fingerprint-based criminal background check via the CA DOJ and FBI.

  • Driving Record Standards

We only contract drivers with clean driving records.

Employer Pull-Notice Program (EPN)

All drivers are enrolled in the California DMV EPN system for continuous monitoring.

  • Medical & Health

Drivers complete a medical exam every 2 years (annually if age 65 or older) and are cleared through a TB risk assessment.

2. Vehicle Requirements

  • Drug & Alcohol Testing

All drivers participate in a drug and alcohol testing program, including pre-service testing.

  • Vehicle Inspections

Every vehicle undergoes a 19-point inspection annually or at 50,000 miles (whichever comes first), performed by a certified BAR facility. Drivers also perform and log daily pre-trip inspections.

  • Vehicle Type

We use safe, street-legal vehicles such as sedans, SUVs, and vans.

Safety Equipment

All vehicles are equipped with a fire extinguisher and a first aid kit.

  • Education & Training

Our drivers complete first aid, emergency procedures, and student sensitivity training. First aid training is equivalent to American Red Cross standards. Ongoing annual education is required.

3. Contractual Commitments

  • Written Attestation

We provide written confirmation that:

  • We are legally compliant at the time of contracting.
  • We will remain in compliance throughout the contract duration.
  • All drivers meet SB 88 qualifications.
  • Required documentation is kept on file and available for inspection.
  • Third-Party Oversight

We accept that third-party reports of non-compliance may be submitted to the LEA and are subject to documentation review.

4. Record Keeping & Oversight

We maintain organized records of:

  • Driver qualifications and training
  • Background checks

  • Vehicle inspections
  • Internal Compliance Monitoring

Pawar Transportation conducts regular internal reviews and audits to ensure full SB 88 compliance.

  • Availability for Inspection

All compliance records are available upon request by Local Education Agencies (LEAs) or relevant state regulators.

5. Special Circumstances & Exemptions

  • Contract Timing

SB 88 applies to contracts renewed or signed after January 1, 2024.

  • Recognized Exemptions Include:
    • School employees driving fewer than 40 hours per school year for extracurricular activities.
    • Emergency transportation when student safety is threatened.
    • Transportation during plan finalization by Foster Youth Services Coordinating Programs.
